PUBLIC POLICY PROCESS


Policy making process has been defined by Smith as “patterned flow of issues which ultimately become government decisions”.

Robinson and Majak (1967:179) define it as the methods, conditions, procedures, activities, interactions and stages by which policies are made.




Thus, the policy process refers to all that goes on from the moment the need for a policy was muted and articulated to its formation, enactment, implementation, performance and impact.

It involves “a complex web of activities, interactions, techniques and strategies involving several persons, groups and agencies” (Ikeleg1 - 1996:67).

It is important to note that the policy making process varies from one social system to another
