Preface
 Nigeria is seriously engaged in issues of development, attenuated by administrative hurdles which manifest themselves variously the form of administrative incompetence, non-rational decision-making strategies, non-coordinated policies which are poorly implemented, as well as inappropriate application of administrative skills to development objectives.
The author attempted in this book to highlight the dominant, irritating and contemporary themes associated with applying public administration to the solution of current challenges facing modern complex societies.
Most managers say that managing people is the most dynamic, challenging, frustrating, and rewarding activity they face. People and the organizations they work in are changing faster than ever before. We are all working harder, facing increasing societal pressures for success, experiencing different types of family pressures, and, as a total workforce, becoming more diverse than we have ever been. Organizations are downsizing, merging with others, acquiring each other, and becoming increasingly affected by world-wide factors. Managers in every organization are looking for help in managing people and seeking new definitions of what it means to manage. Their search for answers has fueled a publishing boom in books on managing.  Most major popular business publications have prominent sections on managing in almost every issue.
For all the information available, only a very few laws or absolute principles dictate proper conduct for organizational members or predict their behaviour with certainty.
In this book, Fundamentals of Public Administration: An Applied Approach, some of the tools and insights tomorrow’s managers and workers need to understand and analyze the characteristics of human beings in organizational situations are provided. We hope that this edition will be of some assistance in helping managers do this most difficult of managerial tasks. We also hope that readers will share our excitement and enthusiasm for the field of organizational behaviour. Our desire to provide the most current material available sent us to the drawing board.
This edition of the book maintains a comprehensive nature as it strives to provide the most relevant material for current and aspiring managers while doing justice to the classic topic on which current practice rests. We tried to organize the materials around four major objectives: a strong student orientation; contemporary contents; a real–world applied approach; and effective pedagogy. We believe that instructors, students and other readers will appreciate the direct and active style. We geared its language and writing style to student readers, but in a way that does not sacrifice the comprehensive coverage of the major classical and contemporary content. Examples are cited so that students can see the applicability of the material in a variety of organizational settings.
