POLICY IMPLEMENTATION STAGE - PUBLIC POLICY

After a choice of policy is made and legislative enactments and rules are established, we now enter the stage where we grapple with reality, and that is the implementation stage.

This stage involves translation of goals and objectives of policy into concrete achievements through various programmes.


The implementation stage has been described as the most difficult stage in policy making process.

This stage is made more difficult because of certain assumptions that are generally made by policy formulators which include that implementation agencies will faithfully adhere to the policy handed down to them, that the policy handed down is implementable, meaning that resources like knowledge or technical know-how, money, men and materials are available to implement a given policy.

Finally, the assumption that the change contemplated is technically visible.
Policy implementation is the greatest problem confronting the public policy process. It involves issuing and enforcing of directives, disbursing funds, signing contracts, collecting data, and analyzing problems.

Most often, policies are brilliantly formulated but poorly implemented. This leads to the failure of a public policy to achieve the goals of the policy designers.
