2. AGENDA
The single agenda for the meeting was to discuss the
modalities for ensuring adequate compliance to engineering requirements for
approving and supervision of building construction in Lagos State.
3. OPENING REMARKS
The General Manager Ikeja Capital Territory
Development Board, Prince Victor Olu, in his brief opening remarks expressed
the desire and need for the urgent attention of the relevant stake holders in
the building industry to put more efforts as to further check mate the
incidents of collapsed buildings in Lagos State in particular and our nation in
general.
Engr.
Donatus Ogenekaro, the Branch Chairman, Nigerian Society of Engineers,
expressed appreciation for the realization of the need to discuss and set the
appropriate modalities for the engineering requirement compliance for building
approval and construction to be met.
He
lamented the incidents of approval not meeting standards and inappropriate
construction quality resulting to building collapses.
Engr.
Fred Mohammed in his contribution explained the need for the Engineer’s role in
the building industry and also explained what makes building drawings
responsive for approval endorsement.
1.
The adequacy of
the design consideration with the design calculations as appropriate.
2.
Appriateness of
the design personnel.
3.
Geotechnical
report of the proposed building site as appropriate
4.
Letter of
engagement of qualified registered appropriate Engineer to undertake the
project construction supervision issued by the developer and corresponding
letter of acceptance from the Engineer so engaged accepting the
responsibilities there upon which should be forwarded to the approving agency
to constitute part of requirements for approval endorsement.
The
General Manger, suggested that for meaningful achievements to be made, there is
the need for Engineers Desk for
COREN/NSE to be established in the Ikeja Capital Territory Development
Board whose responsibility if is to give approval endorsement to building
developers in the state.
Engr. Donatus Ogenekaro was in agreement with the
General Manager’s position and informed that Engineer Desk Officer will be sent
to the board to participate in the vetting process of drawings for approval
endorsement in the state.
It was generally resolved that the functions of the
Engineer Desk Officer (EDO) shall include the following:
1.
That the
Engineers drawings for the proposed building requiring approval endorsement has
been carried out by qualified engineering personnel.
2.
That letter of
engagement for construction supervision of the proposed building has been
issued to the appropriate engineering personnel and corresponding letter of
acceptance.
3.
That geotechnical
reports of the proposed building site
has been carried out where
appropriate.
4.
To advise the
board of non-compliance to conditions for the endorsed approval and order for
the appropriate actions to be taken.
It
was agreed that the remunerations to the Engineer Desk Office will be born by
the Ikeja Branch of the Nigerian Society of Engineers (NSE) while a stipend
shall be paid to the account of NSE on each approved drawing by the board. The
stipend is to be incorporated in the processing cost to be paid by the
developers.
Engr.
Fred Mohammed informed that the construction process of the approved drawing to
have commenced, so that the supervision for the appropriate stages and
completion certificates can be carried out, if not such stages and completion
be considered illegal. Hence, it is
mandatory that the Engr. So engaged must notify the appropriate agency of the
commencement of work at the site at least seven day before the commencement

The
meeting started with opening prayer said by Mr James Awada at about 4.30pm. Minutes of the
previous meeting was read and moved correct. The chairman announced the presence
of the facilitator Mr. Nwokora Friday, and thanked the members for their
continuing interest in Fadama III prospect. He also said that the only matter
for discussion is choice of properly to be requested from the World Bank.
After
heated debates, the members unanimously choose the following sub-prospects.
