Established in the year 1982 by the federal government
of Nigeria. It was initially located at Okposi, Ohaozara Local Government Area
of Ebonyi State for nine years before it was later moved to its permanent site
in Afikpo North Local Government Area of the same Ebonyi State in July
1992. The polytechnics is named after an
illustrious son of the ancient town of Ehugbo, the first Medical Doctor in West
Africa and the then governor of defunct eastern region in the person
of late
Ezeogo (Dr.) Francis Akaun Ibiam. This is in recognition of the numerous contributions of the icon towards nation building by the federal government of
Nigeria.
It is owned by the Federal Government of Nigeria. The
president of the federal republic of Nigeria is the august visitor to the
institution, he also constitute board of governing council whom the Rector who is the Chief Executive Officer report the
activities of running the affair of the institution to. There are other principal officers like the
registrar who is the head of administration, the bursar who oversees the
financial matters in the institution, the head of security for safe guarding

their various assignments in other to achieve the goal of the
polytechnics.
There are good and well ventilated buildings for both
the staffers and the students to
enhance smooth delivery of assigned duties and for a conducive learning and
teaching activities. Since its inception the polytechnics it has produced
graduates, with both ordinary national diploma (OND) and higher national
diploma (HND) certificates respectively from various courses of choice
Finally, it was established
solely to provide the training of technological know–how, that is why the
culture is “skill for technological freedom”. The polytechnic is said to be
second-generation polytechnics in the country.
