BUREAUCRACY AND PROBLEMS OF INEFFICIENCY IN NIGERIA’S CIVIL SERVICE. A CASE STUDY OF ENUGU STATE CIVIL SERVICE

ABSTRACT
This work is titled “Bureaucracy and problems of inefficiency in Nigeria’s civil service: A case study of Enugu State civil service.” The work is aimed at exposing the students and practitioners in public administration to the bureaucratic inefficiency in Enugu State civil service and how it has undermined the smooth operation of public service in Nigeria. In realizing the above objective, data were sourced both primarily and secondary primary data which was principally used came from, a 12 question item questionnaire distributed to 400 respondents which formed the sample size. Information came from related literatures and some necessary document related to the area of study. To this end the researcher formulated the following hypothesis; The several bureaucratic reforms in Nigeria civil service have yielded positive result; the several bureaucratic reforms in civil service Nigeria have not yielded positive result; the rigid bureaucratic structures enables the public bureaucracy render efficient and effective service delivery in Nigeria; the rigid bureaucratic structures do not allow public bureaucracy to render efficient and effective service delivery in Nigeria; the data collected were systematically analyzed and test, using the chi-square as a measure of assessment, two null hypothesis were accepted, and two alternate were rejected. The highlight of the analysis and interpretation shows that the several bureaucratic reforms in Enugu State civil service have not yielded positive results but rather made the civil service more inefficient; the rigid bureaucratic structures resulted to communication overload and hinders public bureaucracy from rendering effective and efficient service delivery in Nigeria. Consequent upon the findings it was recommended that; A thorough and well articulated reforms which will enshrine the proper institutionalization of Weberian ideal principles of bureaucracy should be made; Entrance into public bureaucracy should be properly guided by meritocracy; Nigeria administrative institution should evolve an administrative model suitable for her administration; there should be periodic training and workshop for staffs; Government should provide special reward for bureaucrats who live above board in the civil service.
