OFFICE PROMOTION ELIGIBILITY: WHAT ARE THE CRITERIA?

ANNUAL REVIEWS AND APPRAISALS 
(i)        The appointments and promotions committee (Junior Staff)shall review and appraise annually the work and conduct of all Junior staff employee.
(ii)       For this purpose, a head of department/unit shall be required to review and appraise every junior staff employee in his department/unit and to submit these reviews and appraisals in the manner and form required by the committee.

(iii)     Staff reviews and appraisals shall have the effect of positive incentives such as promotion, regarding, rectification and also the negative effect ranging from warning and reprimands to termination of appointment or dismissal.

TEMPORARY STAFF     
            No temporary employee shall be considered for promotion

ELIGIBILITY FOR PROMOTION 
(i)      Any employee recommended for promotion to higher post must possess the qualifications and experience required for that post as shown in the scheme of service as may from time to time be determined by the appointments and promotions committee (Junior staff)  
(ii)       Staff may be promoted to the next higher post in the career, if:
(a)  The various committee approve the recommendations made on his behalf based on the appraisal exercise
(b)  He has been in his present post for at least 3 years.
(iii)     The effective date of promotion in every year is 1st October of that year.
(iv)      Promotions may be made to an established post or to an unestablished post provided that any promotion to an unestablished post shall have been cleared with A & PC (Junior Staff). Such post shall be established at the next budget of every year.  
(v)       the possession of a higher relevant qualification does not necessary qualify an employee for promotion.
(vi)      The registrar shall publish the promotions on or before 1st October of every year.

POINT OF ENTRY ON SCALE ON PROMOTION
            Any employee promoted from one grade level to another level should enter the higher scale at a point, which would give him/her a salary increase that is at least equal to the incremental stop in his old scale.

RIGHT OF APPEAL 
An employee who feels that his claims to promotion have not been adequately considered shall have the right of appeal to the council. The appeal shall be submitted through the Head of Department/unit who shall forward the appeal with his detailed comments to the registrar who will refer the appeal with his comment to council.

EFFECT DATE OF PROMOTION 
Except in exceptional circumstances, promotion will not take effect earlier than 1st October following the date which the promotion is made.  

SALARY ADVANCE
a.      A salary advance not exceeding one month’s salary may be authorized by the provost to an employee, on first appointment, provided the employee is at least on one year’s appointment.
b.      The advance shall be refunded in not more than six consecutive installments commencing in the month immediately, following the one in which the advance was taken.
c.      No other advance on account of salary shall normally be granted to the same staff number except on the recommendation of a head of department/unit on the approval of the provost.

TOURING ADVANCE
A touring advance may be granted to an employee for official journey outside the college on the recommendation by the Head of department/unit concerned, and approved by the provost.

RENT ADVANCE     
The provost may approve an application for the payment of a staff member rent subsidy up-front to enable him pay house rent in advance on the recommendation of the head of department/unit.
