THE POLICIES OF THE EDUCATION SECTOR IN EBONYI STATE GOVERNMENT FROM THE YEAR 2007 TO 2012

ABSTRACT

The subject matter of these text is on  the policies of the education sector in Ebonyi State Government from the year  2007  to  2012,  it  went further to assess the polices in detailed explanation, the criticisms  the   policies got and the ways   forward.

CHAPTER ONE

POLICY OF BOARDING SCHOOL SYSTEM

In the year 2007, the governor of Ebonyi State introduced a boarding school system into the education section to improve the quality of education in the state through the re-introduction of boarding system in secondary schools in the state. This can be seen an pg 47, the Guardian newspaper Thursday, September 20th 2007
Although the said policy continued to elicit mixed reactions from a cross section of the residents of the state
Addressing newsmen on his achievements within the first 100 days in office, governor Elechi disclosed that contracts valued N700 million have been awarded to reliabilities existing infrastructure and construct new ones to flag off the new boarding system in the state
He explained that two schools each in the three senatorial zones of the state have been selected for the new boarding approach, which he hoped would increase the quality of education in the  state  and  inculcate a sense of belonging and brotherhood   which he said could ensure lasting harmonious co-existence among citizens of the state
But an  separate interviews with the guardian an  the  planned policy thrust, chairman of Ebonyi Governorship candidates forum, Mr. Anthony Okah and the director of Holy Ghost secondary of schools, Abakaliki Dr Phillip C Okoh, expressed different perspectives to the new policy
Okah said “ first of all I want to say that there  is no doubt that the entire educational system needs a policy change if you are changing a policy  you  must consult  the people, consult the national union teachers , parents teacher association as well as  proprietors  of  schools, you need to find out  why the boarding school system collapsed in the first instance
These and many more were said concerning the boarding school system policy. He went further to frown at the N700 million   set aside to rehabilitate infrastructure  for the policy change, saying that if would not deal objectively with the attendant dangers, he also  pointed out that most parents  would not agree to their children staying in boarding houses especially the girls for fear of immorality, and also that “acolody living  close  to a school would put his child in a boarding house”.
However in spite of Okah’s  negative perception of the boarding system,  the proprietor of holy ghost secondary school Dr Okoh said boarding system remains the real side of schooling pointing out  that if confers high responsibility on both the teachers and students.  

CHAPTER TWO
POLICY OF REDUCING THE RATE OF EXAMINATION MALPRACTICE
In the year 2009, Ebonyi state dropped from 2nd to 12 in index of examination malpractice, due to the manifestation of the fruitfulness of initiated programes and polices of the governor of the state. This   can be seen in pg 14 of Nigerian patriots, February   23rd 2009. The Hon. Commissioner for education then Mr  Agha  Sunday Okoro stated that  the  improvement of the state in the national examination malpractice index from  2nd   to  12th position is a  step to the right direction, he gave his speech in  12th edition of the WAEC  state committee meeting held  in Abakaliki
The education boss restated the commitment of the present administration to gradually but surely eliminate all factors that   fan the embers of examination malpractice through recruitment of teachers, provision of residence for teachers, to love at their areas of duties, and general motivation through several welfare packages to enable them   impart in the students, desired knowledge and values.
He also re-emphatically stressed the   irrevocability   of government stance on the ban of registration of external candidates which   according to him had over the years paved  ways for students, who are mostly drop-outs from neighboring states to embark on examination  pilgrimage at  rural schools within the state, thereby ballooning malpractices  tendencies 

CHAPTER THREE

THE POLICY OF EDUCATING   THE GIRL- CHILD

In a bit to educate the girl child the government of Ebonyi state  built  27  pilot schools in the year  2009  14 for girls and   13 for boy plus an additional  GTC  to help achieve these aims, they even went further to make education from primary school level to junior secondary school level free of charge. There is an adage that goes, “No woman, No nations” these goes a long way in explaining the importance of the girl child in national development. It is also said that a nation without women is in  a shamble that is why the importance of girl child towards national development can   never be over emphasized
In  some parts of this country, especially northern part, age long religious and  cultural beliefs have affected girl child education and made the education of the girl child in that part of the country to be abysmally low, despite the federal governments universal  basic education programme launched with fun fare upon this problem, international organizations have stepped up efforts to stimulate the interest of both parents and young girls into acquiring the western education as well as developing the committees
Every girl  child should say  “No”  to this age long religion and belief and embrace the innovation western education as the most important factor used by man to conquer his environment, but in some committees  it has charted his destiny miles apart from indices of modern development in our immediate  environment  the level of ignorance has reduced them to perpetual  hewers of wood and drawers of  water, a situation that has made their lives and existence miserable. The world which is a global village is characterized by many things of which education is one of them; hence education should not be relegated

CHAPTER FOUR
POLICY PAYMENT OF WACE AND NECO FEES
In the year 2009, the government of Ebonyi state brought up the policy pay school fees for students sitting  the certificate examination,  this was geared towards promoting the level of education and also reducing the rate of dropouts in the state.
Although that policy is no more in place now due to some reasons. But it was one of the policy between the said time.

CONCLUSION

In conclusion, having accessed most of the education policies in the state from the said time, it is worth of note to say the polices has been unstable due to the fact that most of those qualities are no longer in place today, reasons being that most of then were made out of wrong advice or may be mere suggestions without due  consultations,
For a policy to be dully implemented it must receive acceptance by the people that the policy is meant for, else such policy is doomed to fail, so if I were to suggest I will say that before any policy is put in place in the educational sector, the government must  consider the workability prowess of such policy  first,  then they should be able to forecast the future to ensure durability
