According to Mussaazi (1982:2005). Schools
cannot function effectively without sufficient money. In this sense, he noted
that money is needed for necessary and important things like textbooks, paying
of staff salaries and maintenance of other services that are required by a
school to carry out its function effectively as an educational institution no
matter; how active the personnel in any organization are, they cannot live up
its expectations or carry out its duties effectively without sufficient
financial resources at its disposal. In any direction which one tends to look
at it, money is needed for the smooth running of any organizational set up
(Knoles 1970:49).
However, education accounts for a good
proposition of the state and the Federal Government budgets, the more the
educational system expands at all levels, the more the expenditure on education
continue to arise. As Nwaogu (1980:160) declared finance is the live wire of
effective school administration. He subsequently noted that if there are no
sufficient funds to train teachers academically and professionally to enable
them teach effectively and efficiently resources are essentially responsible
for the smooth running of public education. even in the national policy on
education (1977:86) financing of education is seen as necessary for providing
adequate and balanced educational program.
The concern bared is to make education free at
all levels this implies that the various government s: the federal, state, and
the local government will continue to share responsibilities for financing
education in effect, the prospect of running education demands on setting a
realistic target of expansion keeping in mind the resources available so that
balance is got between educational system results on the hand and the cost of
achieving them on the other side (Ezeoma 1997:60) therfore it is imporatnt to
note that lack of finance is a major education problem which relates to
planning, programming, and budgeting in any institution, adequate financing of
education programme could result to the prospect of running public education in
Kaduna North Local Government Area in Kaduna state of Nigeria.
