To make for easy working of the
study, the researcher took a sample size of (111). The sample size were
determined using the Taro Yamani (1961) sample formular:

The researcher employed one data
collection methods, the use of primary resource data.

4.1
Data Analysis
This
is the analysis of answers and questions that formed the basis of the research
work. To ensure the successful conclusion and summary of this project work, the
questions and the responses received need to be analyzed. The analysis of the
data shall be based on simple percentage responses shall be taken as the
decision of the majority workers in Ebonyi State University 86 teaching staff
were given questionnaire and 70 were returned while 16 were not returned. The
data collected shall be presented on table
to make for clearer explanation and interpretation.
Question One: Does the University have a personnel
department?

on the table above shows that 71.4 percentage affirmed that the Ebonyi State
University has personnel department while 28.6 represent
negation of the Ebonyi State University having personnel department. Based on the
percentage responses, it shows that the Ebonyi State University has personnel
department.

In the table above shows that 60 persons which represents 88.7% affirmed that Ebonyi State University
undertakes a workshop to develop and train the workers in the Ebonyi State
University while
10 persons respondents representing 14.3% negated the
fact that the local university council embark on training of workers. However,
based on the percentage responses. It is confirmed that the Ebonyi State
University organizes and train the workers in the university.

Ebonyi State University does not carryout proper
training of workers.

that the Ebonyi State University train workers before assigning them to a
certain job while 45 persons representing 64.3% that training programme creates some positive
impact in the ultimate performance and productivity of the training.

that Ebonyi State University does not involve all the workers as

job training programme.

collected data, a total number of 65 persons representing 92.9% responded positively
that training improves
the performance of workers in the
Ebonyi State University while 5 persons representing
7.1% negated the say that the training
usually improves the performance of the workers. Based on the percentage
responses, it proves that works performance usually improves when they are
trained before any work.

A total of 30 off-the-job persons
representing 42.9% responded positively
that training help in the growth of the Ebonyi State University while 25
on-the-job persons representing 35.7%
responded negatively that training does not help in the growth of
the Local Council Area. Following the degree of responses in the table, it
shows that training helps in the growth of the
Ebonyi State University. And a total of linear- the-job persons representing 21.4% responded negatively.

The skills of the workers Based on the simple percentage, the

The data above shows that 50 persons representing 71.4% off the job (abroad) percent consider that the
training of manpower is effective while 15 persons representing 21.4% on the
job (supervision) of the selected population of the study said that training
and development of manpower is effective, while 5 person representing 7.2% near-the-job (vestibule training) of the
selected population of the studies said that training and development of
manpower is effective in the university. Based on the responses the off-the-job

yes that some jobs do not require manpower development and training while a total of 69 persons representing 97.1%
said No. based on the percentage responses we
can deduce that

The data in the table shows that 15 persons representing 21.4 of the total populating of the respondents accepted that
all training facilities are on usually on ground before the progromme, but a total of 55 persons
that represents 78.6% of respondents said no that all the training facilities are not provided on ground during manpower
development and training. So by the virtue of the percentages it shows that all
the need facilities are not provided on ground during manpower development and
training exercise.

The data in the table shows that 25 persons representing 35.7% of
the total population of the respondents say that there constraint are face with inadequate training facilities while 20 persons
representing 28.6% of the total population
while the 15 persons representing 21.4 % total population
of the respondent say that there constraint are face with low motivation packages while;10 others persons representing 14.3%
of the total population of the
respondents say that there constraint are face the bureaucracy in acquiring
training while others (specify) nothing. It is confirmed that the Ebonyi State
University are face with difference constraint.
4.2 FINDINGS
This work will be of immense benefit to Ebonyi state university
and all the component devilment centres. Manpower development and training is
inevitable for any organization be it small, medium or large scale and even
university ministries and parastatals. Human resources must be in the right
number so as to avoid redundancies among the existing ones in the ministries.
All activities of the state university should be initiated and determined by
the persons who make up those institutes. The research has found out that
Ebonyi state university organized on the job- training to her worker but that
most time the chairman, being faced by political members. Besides that, the
researcher all deduced that some of the little entitlement that are usually
meant for the workers after training is been looted siphoned by some of the top
ranked officers in the Ebonyi state university. Nevertheless, it is based on
this no challenge attitude of the heads in the payment of the training
allowances they make some of works not to values going to work shop, seminars,
symposia and the like.
