Objective 1: To reduce maternal morbidity and mortality
due to pregnancy
and childbirth.
Objective 2: To reduce morbidity and mortality due to unsafe abortions
Objective 3: To reduce perinatal and neonatal morbididy and mortality
Objective 4: To promote reproductive health awareness for young children.
Targets:
Maternal mortality is an indicator
which is very difficult to measure. Available figures on maternal mortality
show disparities among the countries both in health status and in the adequacy
of services provided. The prevailing trend of maternal mortality is influenced
by economic and political factors. Consequently, countries should set their own
targets and identify priority
interventions.
The targets below are suggested for
the countries.
i.
Reduce maternal mortality rates as follows:
·
Countries
with low maternal mortality rates (<300 per100 000 live births), should
reduce the rate by 20%;
·
Countries
with average maternal mortality rates (300-600 per 100 000 live births), should
reduce the rate by 30%;
·
Countries
with high maternal mortality rates (>600 per 100 000 live births), should
reduce the rate by 50%.
ii.
Reduce
maternal deaths, resulting from unsafe abortions, to less than 10% of the
maternal mortality rate.
iii.
Decrease
the prevalence of anaemia among pregnant women as follows
·
Countries
with low prevalence (20%), should reduce prevalence by 20%;
·
Countries
with average prevalence (20-40%), should reduce prevalence by 40%.
·
Countries
with high prevalence (>40%), should reduce prevalence by 50%.
iv.
Eliminate
genital fistulae of obstetric origin.
v.
Decrease
the current levels of perinatal and neonatal mortality by 30%
vi.
Advocate
exclusive breastfeeding of babies for 4-6 months and supplementation of
breastfeeding with complementary foods well into the second year. In this
regard, HIV seropositive mothers should be given counseling and provided with
alternatives, wherever possible.
vii.
Advocate
the empowerment of parents, teachers and other educators to discuss with
children at an early age issues on general child development, including
sexuality.
Objective 5: To increase knowledge of reproductive biology
and promote responsible behaviours of adolescents regarding contraception, safe
sex and prevention of sexually transmitted infections.
Target:
Reduce the incidence of pregnancy and
sexually transmitted infections in adolescents by 30%.
Objective 6: To reduce the levels of unwanted
pregnancies in all women of reproductive
age.
Targets:
i.
Reduce
unwanted pregnancies, especially among adolescents, by 30% of current national
levels.
ii.
Provide
all individuals and couples with the necessary knowledge or tools of reproductive
health to ensure appropriate timing and spacing of births.
iii.
Raise
the contraceptive prevalence rate according to the current national levels by
the following percentages:
·
A
country with a high contraceptive rate (>25%), should maintain the rate or
increase it by 20%;
·
A
country with a medium contraceptive rate (10-25%), should increase the rate by
40%;
·
A
country with a low contraceptive rate (<10%), should increase the rate by
60-80%.
Objective 7: To reduce the incidence and prevalence of
sexually transmitted infections, in order to reduce the transmission of HIV
infection.
Targets:
i.
Promote
the detection and treatment of syphilis among pregnant women, in orderto
eliminate congenital syphilis.
ii.
Reduce
the prevalence of curable sexually transmitted diseases to less than 15% in all
the countries.
iii.
Effectively
manage at least 80% of curable cases of sexually transmitted diseases brought
for treatment.
Objective 8: To reduce the
incidence and prevalence of cervical cancer
Target:
To promote screening programmes for
early detection of cervical pre-cancer invasive cervical cancer and institute
appropriate management.
Objective 9: To reduce female
genital mutilation and provide appropriate care for females who have already
undergone genital mutilation.
Objective 10: To reduce domestic and
sexual violence and ensure proper
management of the victims.
Targets:
i.
Reduce
the practice of female genital mutilation in all countries.
ii.
Provide
appropriate care for females who have already undergone genital mutilation.
iii.
Create
a database on domestic and sexual violence in all countries.
iv.
Develop
plans to address domestic and sexual violence.
