Firstly the salary: The total package for this role at C4 is a maximum of £40,000 per annum, depending on demonstration of skills, competence and experience. This figure includes a non-pensionable, non consolidated Location Allowance of £4,520 plus a pensionable, non consolidated Market Forces Allowance (MFA) of up to £8,840. Please note that existing Civil Servants do not qualify for MFA and should refer to the Candidate Pack for further details.

Secondly,the future pay awards will be performance related, linked to the annual appraisal process and may also include a non-consolidated Performance Related Payment (PRP) dependent on the level of performance. All future awards are subject to guidance issued annually by HM Treasury and the Cabinet Office.

Appointment: Full Time.

Main Purpose of Job


The roles required are in two main areas:


Generally speaking, commercial Advisers would be part of a team of officers responsible for Commercial and Procurement advice. They will be a key liaison point for stakeholders to advise on how best to procure goods and services and collaborating with the Delivery Advisers.

Similarly, delivery Advisers would be responsible for the practical application of the Procurement rules and regulations, managing tenders and working closely with the Commercial Advisers and overseas Embassies and stakeholders, to prepare and deliver successful procurements.

Roles and Responsibilities


Identically, these roles are part of the team of officers responsible for Commercial and Procurement advice to FCO stakeholders for cross-government Fund programmes (including Conflict, Stability, Security Fund and Prosperity Fund). They will lead in the procurement of services and goods for the Fund(s), ensuring effective delivery in accordance with best commercial practice and in line with Public Contract Regulations and Government commercial policies. A key aspect will be supporting the creation and subsequent management of the Prosperity Fund procurement framework to deliver ongoing Programme needs.

Although, these are hands-on roles, with project management and customer and supplier relationship management being valued skills. You will help shape plans to find compliant routes to market in a global, high profile spend area.

How ever, not only will you gain an excellent understanding of how fund programmes are managed, but these roles will help you develop much sought after commercial skills and international policy awareness. We will invest in your development by providing learning opportunities such as Chartered Institute of Purchasing and Supply (CIPS) qualifications. With FCO transitioning into the new Government Commercial Function, this will provide for further opportunities to develop your career.

And also, you will interface with programme teams at overseas Embassies and/or in regional procurement teams delivering programme-funded activity, as well as wider commercial teams to ensure programme requirements are clear and fully developed. You will support these teams where required, adding category advice and supplier / market intelligence to regional procurements; helping to develop appropriate procurement options and to ensure compliance and best practice. Working in partnership and developing relationships will be key to the success of the team. Some projects may require the setting up of projects teams involving close collaboration and stakeholder management across HMG.

Likewise, you will support global and regional programmes, ensuring the specification is fit for purpose and that the programme is ultimately delivered compliantly and on time. The roles will require management and leadership skills to help drive the commercial processes to successful conclusion.

In addition, you will have the experience and confidence to get on with the task in hand but be prepared to seek advice and views of others when appropriate, building your own capabilities and sharing best practice and lessons learned. Working with stakeholder teams to develop business requirements and viable solutions within agreed time frames is a key challenge. You will help to deliver a variety of complex and high value procurement projects that will require a large degree of information gathering and subsequent interpretation leading to the marshaling of ideas and thoughts to support final decisions on direction. The roles may require handling multiple projects at any given time.

Not to mention, you will input to and actively engage in implementing solutions that achieve the best mix of quality and effectiveness at minimal cost in terms of resource and financials. Good governance is key and you will be expected to follow and adhere to all governance processes and provide expert input as necessary.

Person Specification

You must have been resident in the UK for two out of the last ten years immediately prior to your application. (Please note: at least one year of which must have been a consecutive twelve-month period, unless you have served overseas with HM Forces or in some other official capacity as a representative of Her Majesty’s Government, or have lived overseas as a result of your parents’ or partner’s Government employment.)

As a matter of fact it is essential in your application that you provide evidence and proven examples in each of the following minimum criteria as far as you are able to do so. These responses will be further developed and discussed with those candidates invited for interview.

Minimum Criteria


Comparatively, commercial/Procurement experience in the public sector and/or complex commercial environment.

Produce a solid understanding of procurement processes, including Public Contract Regulations 2017, underpinned by market knowledge.

Strong communication skills and stakeholder engagement and management skills.

Meeting the minimum standard of the competences listed below.

Of course, if you are successful at the application stage, you will be invited to attend a panel interview (in person) at the Foreign & Commonwealth Office in London. There may be the option to conduct the interview via Skype for overseas candidates. If this is preferred, you must make this clear at the application stage.

Also note that the FCO will not reimburse any travel costs or expenses incurred as part of the selection process.
