For crimes to be defined as “terrorist
acts” the government must show that they were calculated to influence or affect
the conduct of government by intimidation or coercion”. Or to retaliate against

The French coined the term “terrorism”
during the French revolution. The French criminal code specifically states
that: Acts are terrorist acts when they are internally committed by an
individual, entity or by collective entity in order to seriously disturb law
and order by intimidation or by terror. The league of Nations convention of
1937 defined terrorism”.
All criminal acts directed against a state
and intended or calculated to create a state of terror in the minds of
particular persons or a group of persons or the general public.
In
December, 1999, The United Nations General Assembly Resolution 54/109 stated
that:
Criminal acts intended or calculated to
provoke a state of terror in the general public, a group of persons or
particular persons for political purposes are in any circumstance
unjustifiable, whatever the considerations of a political, philosophical,
ideological, racial, ethic, religious or other nature that may be involved to
justify them.
