COMMITTEES PROPOSED GUIDELINES
INTRODUCTION
Sequel to
the general meeting of (Name of Committee)–
Development Union, National, held at (Name of Committee) Primary School on
November, …….…2012, the Union’s National
Assembly established a Electoral committee by consensus. The committee comprises a-six man member
appointed by the Union’s Branches Nation–wide. The national committee mandated
the committee to sit and draft guidelines for the union’s forthcoming national
elections, scheduled in April, 2013. This guidelines is hoped to be a paradigm
shift from the union’s former analogue system to a civilized electoral process.
PART II
TERMS OF REFERENCE AND FUNCTIONS
1.
The committee is mandated :
a.
To
organize, supervise and conduct credible elections that MUST be free and fair
b.
To register all eligible voters
c.
To
screen all eligible candidates vying for
various post in (Name of Committee)
Development Union National
d.
To
determine age of voters
e.
To draw a time-table for the elections
f.
To
invite observers from the various spiritual leaders within and around the community
on the election day.
g.
To supervise
the voting process until the last
election
h.
To
announce the election results after the elections and counting of votes are completed
i.
To
provide security on the election day, within
and outside the election venue
j.
To
swear in the newly elected officers / executives
k.
To
provide nomination forms for the candidates at a non –refundable fee as may be determined by
the committee to ensure that non indigence of (Name of Committee) shall not
be accredited to vote or manipulate such
for voting by any aspirant

PART IV
CRITERIA
FOR ELECTING OFFICERS INTO THE VARIOUS OFFICES OF THE NATIONAL COMMITTEE
6. (1) For any
candidate to qualify for nomination and election into any of the posts /offices
in the national office
a.
Such candidate MUST be an indigene of (Name of Committee) community or
married to an (Name of Committee) indigene
b.
The
candidate Must be in the
age brackets of eighteen (180
and forty –five (45) years
old
c.
The candidate MUST hold at Least Senior School Certificate (SSC)
or its equivalent
d.
The candidate MUST collect, complete and return
the application form with the copy of his/her manifesto including four passport photographs submitted
within the given time
e.
The
candidate MUST have a good reputation and /or evidence of clearance from
his/her branch union
f.
The
candidate MUST NOT be of a questionable character, such as :
proven case of murder or any form of
termination of human life, theft, witchcraft, drunkard, embezzler and / or other
glaring dubious life/ character
g.
The candidate MUST be that whose general interest
of (Name of Committee) Community supersedes his/her personal
ambition /interest
h.
The
candidate should be able to read, write
produce and defend his /her manifesto before (Name of Committee) electorates or indigenes
i.
The aspirant MUST be duly registered, regular
and financial up-to –date member of Egohuo – Development union branch for at
least six months from the month the
electoral form is advertised or on
sale.
PART V
ELECTIONEERING
-
7(1)
A public campaign, if need be:
a)
Must
be seven days only, before the election
b)
No
electioneering and / or lobbing on the
election day and on the election venue
c)
Any
aspirants(s) and /or his /her
supporter(s) that foment trouble
calculated towards disruption of the election stands disqualified
d)
Any
group within or outside or an individual within or outside the location of (Name of Committee)
who is being suspected to have
nursed intent before and
during the election and expressed
by action shall be handed over to the appropriate enforcement agent.
PART VI
POWERS MANAGEMENT AND CONTROL OF THE STAFF OF THE COMMITTEE

(1)
The committee shall have power to appoint, dismiss and exercise disciplinary
measure over its staff member within the period of relevance.
a.
There
shall be head of the committee, hereafter addressed as the
Chairman Electoral Committee (C.E.C)
b.
The
chairman electoral committee, shall be responsible for the general
organization, direction, control
and management of all the materials, operations, and members
of the committee
c.
He
shall announce the result of the
election and swear in the officers who were duly elected
d.
The
committee shall have a secretary
e.
The secretary shall be appointed by the committee
f.
The
committee secretary shall have such qualification and experience to be deemed appropriate for appointment by the committee
g.
The
committee secretary shall be subject to the general direction of the committee
h.
He
shall be responsible for keeping proper records of the proceedings of the committee
i.
There shall be Public Relation Officer for the Committee (P.R.O)
j.
The committee P.R.O shall among other things.
k.
Relate or inform all (Name of Committee)
indigenous members, home or in Diaspora
the activities of the committee before
and after any elections through any easy and
possible network
l.
He
shall answer questions, make clarification on the electoral matters and/
or make reference of some certain issues
to the Chairman Electoral Committee (C.EC) for more comments
or clarifications
m.
The committee shall have
an accounts clerk and a treasurer
n.
The
accounts clerk shall see to all financial involvements of the committee
and so keep a proper financial transactions for unalloyed accountability
o.
The
committee treasurer shall receive and append his her signature and full name as
the manifestation of the receipt of such
amount of money so received.
a.
The committee shall have the chairman of electoral committee, the financial secretary and
the treasurer as signatories
b.
There
shall be other offices of the committee which shall be created as deemed necessary and shall be empowered by the committee.
PART VII
TENURE OF OFFICE
HOLDERS
9(1) There shall be a four -year single term for all (Name of Committee)
Development union National elected
officials
a.
There shall be one more opportunity for the
serving officials to recon test for another four –years- tenure, if such
officer is adjudged to have performed creditably.
PART VIII
POST ELECTION COMPLAINT
Any aggrieved
candidate(s) who has proof or suspects of foul or sharp practices on the electioneering
or during voting process or otherwise shall
channel his /her grievances
/complaints to the committee to be
constituted for hearing such cases as may be stated by the aggrieved
candidate(s)
Such candidate(s) shall type
and double space his/her items
of reason, produce it into
twenty four copies and forward
same to the responsible committee who in
turn shall send copies to the chairman electoral committee who shall distribute
such copies among the members of his committee
for study and reaction.
