NIMC Organizational Mandate

The NIMC Act 2007 provides for the establishment of the NIMC, its functions, powers, establishment of the National Identity Database, assignment and use of General Multi-purpose cards, and the National Identification Number (NIN). The Act also provides the Commission with powers to make regulations connected with its functions. The NIMC Act 2007 provides the repeal of the law that created the former Department of National Civic Registration (DNCR) and the transfer of its assets and liabilities to the NIMC.

Establish

Establish the National Identity Management Commission as the primary legal, regulatory and institutional mechanism for implementing Government’s reform initiative (in the identity sector) as contained in the National Policy and NIMC Act, Sections 1, 2, 5 and 6.

Vision Statement of NIMC

Mission Statement of NIMC

To establish and regulate a reliable and sustainable system of National Identity Management that enables citizens and legal residents affirm their identity in an environment of innovation and excellence.

Powers of NIMC

Section (6) of the NIMC Act No. 23 of 2007 outlines that the Commission shall have power to:

  1. Request for any information on data from any person on matters relating to its functions under this Act;
  2. Fix the terms and conditions of service including remuneration of the employees of the Commission;
  3. Establish and operate administrative and monitoring offices in the States, Local Government Areas and Area Councils;
  4. Monitor any matter that may affect the functions of the Commission;
  5. Do such other things which this Act or any other enactment are required or permitted to be done by the Commission.

Functions on National Identity Management Commission (NIMC)

Section (5) of the NIMC Act No. 23 of 2007 stipulates that the Commission shall:

  1. Assign a unique National Identification Number to any person registered pursuant to paragraphs (b) and (c) of this section and the National Identification Number shall be incorporated into or made compatible with other existing identity related databases or registers in respect of which information or data relating to the registered person has been registered, documented or stored;
  2. Create, manage, maintain and operate the National Identity Database, established under section 14 of this Act including the harmonization and integration of existing identification databases in government agencies and integration of existing identification databases in government agencies and integrating them into the National Identity Database;
  3. Collaborate with relevant bodies and agencies in setting of standards and technical specifications for telecommunications links between organisations and for the devices utilized for such communications established or maintained pursuant to paragraphs (j) and (k) of this section;
  4. Collaborate with relevant bodies and agencies in the setting of standards and technical specifications for ICT links between organizations and for the devices utilized for such communications established or maintained pursuant to paragraph (i) and (j) of this section;
  5. Maintain secured communication links with end users in any public or private organisation, agency or body including Card Acceptance Devices, Government Service Centres;
  6. Perform such other duties which, in the opinion of the Commission, are necessary or expedient for the discharge of its functions under this Act;
  7. Collate information obtained by the Commission in pursuance of its functions as stated under the Act and reproducing such information as may be required, from time to time;
  8. Ensure the preservation, protection, sanctity and security (including cyber-security) of any information or data collected, obtained, maintained or stored in respect of the National Identity Database;
  9. Enter into any form of agreement with any private or public sector based agency or organisation for the development or establishment of the Identity Management Solution or for the realization of any of its functions;
  10. Establish and maintain secured communication links with any existing relevant identity related database or agency;
  11. Carry out the registration of citizens of Nigeria into the National Identity Database;
  12. Carry out the registration of non-citizens of Nigeria who are lawfully resident in Nigeria;
  13. Issue a General Multi-purpose Identity Card to any person registered pursuant to paragraphs (b) and (c) of this section;
  14. Respond to verification enquires regarding the identification of individuals;
  15. Research and monitor developments in the identity management sector;
  16. Carry out the registration of births and deaths in Nigeria.

NIMC Organizational Structure

Structure of NIMC

The Corporate governance structure of the NIMC reflects government’s determination to ensure that its reform objectives are achieved. The Commission reports to the Presidency, the Office of the Secretary to the Government of the Federation. NIMC is positioned to deliver on its mandate of establishing and regulating a reliable and sustainable national system of identity management, hence the Act provides for a Governing Board and a Functional Structure.

It has a governing Board consisting of the Chairman, representatives of relevant government agencies, representatives of the public and a Director General appointed by the President and is the Chief Executive Officer responsible for the day-to-day operations of the Commission. NYSC / SIWES Students

The Commission provides for the mandatory one year National Youth Service Scheme for Nigerian graduates as part of its national development. Students on Students Industrial Work Experience Scheme (SIWES) from various tertiary institutions are also absorbed in the Commission. Aptitude tests are normally conducted for these two categories of students and their engagement is based on performance and availability of vacancy.

The National Identification Number (NIN)

About the NIN : What is NIN? - The National Identification Number (NIN) is a set of numbers assigned to an individual upon successful enrolment. Enrolment consists of the recording of an individual’s demographic data and capture of the ten (10) fingerprints, head-to-shoulder facial picture and digital signature, which are all used to cross-check existing data in the National Identity Database to confirm that there is no previous entry of the same data.

Once this (de-duplication) process is completed the data is then stored with a unique NIN that was assigned to it. The NIN once issued to a person cannot be used again, (that is, it cannot be issued to another person even if the previous person is dead). It is the NIN that helps to tie all records about a person in the database and is used to check the identity verified.

Eligibility For NIN

It is mandatory for every citizen and legal resident to enroll for the National Identification Number (NIN). The process is the same whether you choose the self-service or you require an assisted service. How To Enroll >>

Minors are not issued with the National Identity cards until they attain the age of 16.

Collection of the NIN

At the completion of the enrollment process, applicant will be issued two (2) slips:  

  • (a) Transaction Slip
  • (b) NIN Slip indicating completion of enrollment.
Applicants ideally collect their NINs at the enrollment centres where they enrolled, but in certain circumstances they can request the NINs be transferred to other centres of their choice.

NIN can only be collected by an individual after biometric verification and not by proxy.

Why You Need Your NIN

You have a phone number so people can contact you. Get your National Identification Number so people can IDENTIFY you. The National Identification Number (NIN) is the unique number which identifies you for life and is issued to you by NIMC after your enrolment.

It is used to match you with your biometric data and other details in the National Identity Database during verification and authentication.

The NIN is set to be used for all transactions in Nigeria requiring identity verification so you’ll be using your NIN for

  1. obtaining your National e-ID card
  2. travel (international passport application & acquisition)
  3. opening personal bank accounts
  4. getting your driver’s license
  5. obtaining your Permanent Voters’ Card
  6. participating in the National Health Insurance Scheme
  7. payment of your taxes
  8. transactions related to your contributory pension scheme
  9. access to welfare and other relevant services from the Nigerian Government
  10. transactions with social security implications
  11. land transactions subject to the Land Use Act

The NIMC e-ID Card

The National Electronic Identity Card (e-ID card) is a chip based card with multiple functions. The card is a token given upon successful enrolment or registration into the National Identity System.

Persons Eligible for the National e-ID Card

Unlike the National Identification Number (NIN) which is assignable to all Nigerians and Legal Residents without any age restrictions, the National e-ID Card can only be issued to Nigerians registered into the National Identity System and Legal Residents who have attained the age of 16 years and above.

Functions of the New National e-ID Card

The e-ID card has provisions for 13 applets out of which five (5) is activated at the point of
collecting the card. The five (5) active applets are:

  1. Electronic Identity Information (e-ID)
  2. EMV Payment
  3. Verification – Match-on-Card
  4. Security – Electronic Public Key Infrastructure (ePKI)
  5. Travel – International Civil Aviation Organization (ICAO)

The remaining eight (8) applets will be implemented in subsequent phases. These are:

  1. e-Health Application
  2. e-Pension Application
  3. e-Voting Application
  4. e-Taxation Application
  5. e-Drivers’ License Application
  6. e-Transport Application
  7. e-SIM Application
  8. e-Insurance Application

The applets are designed to facilitate interactions of individuals with Government and with Institutions using the National e-ID Card to be able to assess wide range of services. The card is smart and trendy with relevant security features to forestall fraudulent activities.

Services of NIMC - National ID Card Enrolment

ENROLLMENT SERVICES


  1. Enrollment of individuals for the National Identity Number (NIN) is NIMC’s core service.
  2. NIMC operates enrollment centres nationwide for this purpose.
  3. Enrollment consists of the recording of an individual’s demographic data and capture of all of his/her fingerprints (ten usually), head-to-shoulder facial picture and digital signature – which are all used to cross-check existing data in the National Identity Database to confirm that there is no previous entry of the same data. Once this de-duplication process is completed, the data is stored with a unique NIN assigned to it.
The individual is then issued a NIN slip bearing his/her unique NIN. It is the NIN that helps tie a person to his/her records in the database and is used to verify his/her identity.

AUTHENTICATION & VERIFICATION OF NIN

The NIN is authenticated and/or verified through the following processes: On presentation of the NIN, The Person requesting such proof shall utilise the online NIMS NIN verification service through the Authentication and Verification Clearing House to confirm such identity.
1) On presentation of the National Electronic Identity Card. The Person requesting such identity, shall authenticate the identity through either or all of the following means:

  • Conduct an immediate visual comparison and assessment of the person presenting the identity with the photograph on the face of the National eID Card.
  • Conduct a Match on Card verification (an irrefutable offline
  • confirmation) by requesting the person to provide his finger prints on a card reading device to enable the matching of the finger print provided with the finger prints stored in the chip of the National eID Card.
  • Carryout an online verification through the Commission’s secure Authentication and Verification Clearing House (AVCH) infrastructure using either the NIN, biometrics expression or both to ensure 100% confirmation of the identity of the person.

OBJECTIVES OF AUTHENTICATION & VERIFICATION

The primary goals of the Authentication and Verification Clearing House (AVCH) Infrastructure and Services are to enable a single-window clearing access to the NIMS web verification engine. This single access point is desirable to enable all Authentication Service Agents’ (ASAs) subsystems to interconnect and communicate with the Core NIMS
system through the clearing house to ensure:

  1. Registration of Authentication Service Agents (ASAs) and Authentication User Institutions (AUIs) subsystems;
  2. Security of verification request;
  3. Orchestrate Clearance for offline and Online CAD systems in the AUI premises;
  4. Filtration and enforcement of core licensing business rules;
  5. Ensure and guarantee authenticity of ASA requests;
  6. Ensure integration to external systems for real time verification transactions within a controlled Network environment;
  7. Increase stakeholder productivity and interaction with verification process;
  8. Guarantee accountability of verification transactions;
  9. Manage, operate, implement, define and maintain connection parameters, procedures and standards between all ASA subsystems and the core NIMS Verification engine;
  10. Provide a clearing house to all verification transactions with the NIMS; thus providing a retrospective database for transaction reconciliation;
  11. Facilitate billing transaction settlement documentation and audit trail.

HARMONIZATION AND INTEGRATION POLICY DIRECTION

The national policy direction is to establish harmonized and seamlessly integrated NIMS which is anchored on the unique NIN, and which connects the various institutional databases under a single platform. The NIMS, which includes a National Identity Database (NID) that supports a system for uniquely authenticating and verifying the identity of every individual and legal resident in Nigeria, is designed to guarantee identity only – an important denominator in the service and functions of all institutions of government and the private sector. The NIMS also provides for the issuance of a Smart Card.

HARMONIZED INTEGRATED NATIONAL IDENTITY DATABASE (NID)

Under the NIMS, the NIMC would create, operate and manage the NID, which will serve as a central source of identity verification and authentication. The verification infrastructure shall be available to the stakeholders. The NID is based on the use of fingerprint biometrics to uniquely and unambiguously identify each individual and thereafter issue a unique identification number to each verified individual, which would be common across the other databases. Through this scheme, other databases would become harmonized with the NID to achieve an integrated identity database system.

NIMC Operational Framework

The NIMS presents the core infrastructure and framework upon which the harmonization would operate. This is based on the fact that the most common factor to all stakeholders in the harmonization platform is the requirement of a ‘proven identity’ to operate or function. The NIMS infrastructure represents the platform in which identity management sub-systems and applications as components are coordinated.

  1. To ensure a functional identity management in a fashion that will find general acceptance with all stakeholders and users, NIMC and the relevant stakeholders will be guided and must achieve a sync based on the policies that guide the functional components of the harmonization process. This will help to define the identity management protocols that enable the transmission of desired communications across common platforms and shared infrastructure, as well as stakeholder related systems.
  2. To achieve the harmonization objective and thus facilitate e-government and public sector applications, the NIMS, which is designed to uniquely authenticate the identity of all individuals and provide a national identity database and an authentication/verification infrastructure, will be central to the harmonization process.

Compulsory Requirements for Vendors

Companies/Contractors/Persons wishing to transact business with the National Identity Management Commission (NIMC) shall be expected to have necessary competence and possess the under-listed before any business can be transacted with them:

  1. Certificate of Company’s Incorporation/Registration with the Corporate Affairs Commission (CAC)
  2. Company’s Current Three (3) Years Tax Clearance Certificate
  3. Tax Identification Number
  4. Evidence of National Identification Number Registration with NIMC by Company Directors who are Nigerians
  5. Company’s Current Three (3) Years Audited Account
  6. Certificate Industrial Training Fund (ITF) Compliance Certificate
  7. Current PENCOM Compliance Certificate
  8. Evidence of Successful Conduct of Similar Projects in the Past, not later than five (5) years from date of bidding
  9. Sworn affidavit indicating that Company is not in Receivership nor any of its Directors involved or convicted of any fraudulent activity
  10. Accompanying sworn affidavit of disclosure; to disclose clearly if any of the officers (or related persons) of the National Identity
  11. Management Commission (NIMC) or the Bureau for Public Procurement (BPP) is a former or present Director of the company
  12. A sworn affidavit that the Company is not a replacement for a hitherto Tax defaulting Company
  13. Evidence of Financial Capability and Banking Support
  14. Current Evidence of Registration on the National Database of Contractors, Consultants and Service Providers of the Bureau for Public Procurement (BPP)
