Organization Overview:
The Social and Economic Policy Division helps guide development of the nation's prominent policies and programs. Our contributions—at all government levels—have resulted in better programs on housing, community revitalization, education, workforce development, income security, food assistance, and in support of children, youth, and disadvantaged families. Our clients include the Departments of Housing and Urban Development, Education, Health and Human Services, Labor, Veterans Affairs, and the Food and Nutrition Service, among others.


Minimum Qualifications:
    BA with 6 - 8 years of experience OR MA/MBA with 3 years of experience OR PhD (Entry Level) OR the equivalent combination of education and experience.

Job Responsibilities:
    Contribute to the design of research and evaluation studies, including impact studies based on experimental and quasi-experimental methods. Using independent judgment and discretion apply standard and non-standard quantitative and/or qualitative methods and techniques.
    Conduct reviews of relevant literature to inform the design of research and evaluation studies, and include in reports that present study findings.
    Contribute to the development of data collection instruments, as well as of procedures for data collection, manipulation and analysis during all project phases.
    Conduct quantitative and/or qualitative analysis for research and evaluation studies.
    Contribute to the drafting of study reports and other publications.
    Contribute to the management of project tasks by taking initiative to resolve complex non-routine matters. Implement and manage project schedules, plans, goals and budgets under the indirect supervision of more senior staff. Independently analyze issues to reconcile and resolve problems. Apply knowledge and experience of general operations, systems, and project procedures.
    Assume a role in proposal efforts by preparing drafts of sections.

Skills Prerequisites:
    Experience/expertise in the areas of housing policy, housing finance, fair housing, local and federal housing market data, GIS.
    Strong empirical skills along with focused attention to detail and schedule, interest in public policy research, excellent written and oral communication skills, and a demonstrated ability to work effectively on teams.
  
 PhD in Public Policy, Economics, Geography or a related field preferred.
