THE NATURE OF PERSONNEL USED IN THE IMPLEMENTATION OF 6-3-3-4 SYSTEM OF EDUCATION



The personnel used in the implementation of the 6-3-3-4 system of education includes the head teachers, teachers, the Federal Ministry of Education, the State Ministry of Education, the education board/authorities.

The Head Teachers
            The head teachers are appointed by the government to take charge of a school. The head teacher’s first duty is to organize the affairs of the school especially instructions. He sees to the implementation of the education plan in the school where he is in charge.

            He is in charge of the school administration, the teachers work in collaboration with the head teacher to see that education aims and objectives are realized. According to Lilies (1998) for head of school and teachers to perform effectively, they must possess certain essential qualities:-
a.                  They must be knowledgeable and experienced in the subject they teach
b.                  They must be capable of understanding and motivating learners to success.
c.                  They must have a vast knowledge of relevant teaching method.
d.                  They must be resourceful
e.                  They must process good personalities, friendliness and ability to perform their role of professional. All these qualities are only consequent upon education and training.

The Federal Ministry of Education    
            The federal ministry of education has the following responsibilities
a.                  The determination of a national policy on education in order to ensure uniform standard and quality control.
b.                  Co-ordination of education practices in Nigeria
c.                  Establishment of central registry for teachers
d.                  International co-operation in education
e.                  Co-ordination of education services
f.                   Planning and research on national scale.

The State Ministry of Education  
            This body performs the following functions in state level.
a.                  Policy control and administration of educational primary and secondary level and at state level.
b.                  Planning research and development levels of education at state level
c.                  Education services
d.                  Inspectorate services to improve and maintain standards
e.                  Co-ordination of the activities of school boards and local education authorities.
f.                   Examinations particularly testing and evaluation
g.                  Establishment of state registration of teachers.

Education Board/ Authorities  
            The education boards have the responsibilities of management of schools and the appointment, posting and discipline of teachers. The secondary education board was the education authority in charge of the secondary education under the 6-3-3-4 system.
