                                                  1+N(e)2

            Where n = Desired sample size
                          n = Total population

All activities of the state university should be initiated and determined by the persons who make up those institutes. The research has found out that Ebonyi state university organized on the job- training to her worker but that most time the chairman, being faced by political members. Besides that, the researcher all deduced that some of the little entitlement that are usually meant for the workers after training is been looted siphoned by some of the top ranked officers in the Ebonyi state university. Nevertheless, it is based on this no challenge attitude of the heads in the payment of the training allowances they make some of works not to values going to work shop, seminars, symposia and the like.
